This workshop will discuss the reasons why addiction to alcohol and other drugs is most effectively approached as a primary public health issue with secondary criminal justice consequences. Specific policies will be discussed involving over the counter, prescription, and illicit drugs. The difficult issue of untangle criminality from addiction will be reviewed. Alternative methods for managing alcohol and drug problems in the community, including drug courts, will be explored.
